Engineering Outcomes is a traffic engineering and transportation planning consultancy that specialises in council and NZTA consents. We provide practical, evidence-based transport solutions across Gisborne, Hawke’s Bay, and the eastern Bay of Plenty.

We work with developers, planners, surveyors, architects, schools, iwi organisations, government agencies, and commercial clients to support resource consent applications, infrastructure planning, and transport-related projects of all sizes. Our services include traffic impact assessments, integrated transportation assessments, traffic surveys and monitoring, transport safety analysis, access and intersection design, parking assessments, and vehicle tracking analysis.

At Engineering Outcomes, we believe good transport engineering is about more than simply applying standards. It is about understanding how transport networks function in the real world and developing practical, fit-for-purpose solutions that balance safety, accessibility, efficiency, and cost.

Our work is supported by modern technology and detailed analysis. Depending on the project, this might include traffic monitoring (usually with digital video), intersection capacity modelling, speed surveys, sight distance assessments, swept path analysis, crash analysis, and specialist vehicle tracking software. We pride ourselves on producing clear and well-structured technical reports that are easy for both decision-makers and non-specialists to understand.

Engineering Outcomes also undertakes research that informs practical transport outcomes. Research completed in 2023 into the relationship between road width and harm rates across rural, urban, and unsealed roads was peer-reviewed and presented at the Engineers New Zealand Transportation Conference in 2024. This work continues to inform our practical and evidence-based approach to transport engineering and road safety.

Dean Scanlen is an independent traffic engineer and Chartered Professional Engineer with more than 40 years of experience specialising in traffic engineering, transportation planning, road safety, and transport infrastructure assessment throughout New Zealand.
