Marsden Industrial Park and Data Centre
This is a proposed private plan change (PPC) covering 44.6 hectares. For this proposal, we monitored the traffic through the intersection using digital video, studied the council’s growth model and district plan for the area to determine the nature and extent of future development enabled for Marsden City and One Tree Point. We then estimated the traffic that the PPC and other development would generate through a State highway intersection and analysed the intersection using the network functions of SIDRA Intersection software (which does not provide for direct analysis of offset tee intersections). The analysis was repeated for a number of future years until the life of the intersection both with and without the industrial park was determined (with the difference in life found to be insignificant).
SH1N/Tarewa Road Intersection Upgrading
We were engaged for this project at the stage of his client having recently appealed a council judicial decision on the designation of the land required for the intersection-upgrade. The NZTA proposed to install traffic signals and ban right turns out of the side road.
Our approach was to re-examine the entire basis of the intersection upgrade and the selected option. To this end, he carried out monitoring of the intersection using both digital video and historic traffic count data, obtained the electronic (SIDRA Intersection) model of the intersection then re-ran it with the traffic modelling and a preliminary roundabout design as key inputs. This showed that a roundabout would not only facilitate the right turn that the NZTA was proposing to ban, but would significantly reduce average delays for all traffic.
Westmount School (Maungaturoto): Increase in Roll
This was a retrospective application for a private school. Failure to obtain consent would have necessitated the school significantly reducing its roll, selling plant and running with a significant surplus of teaching space.
The main traffic issues included effects on the (council-managed) road the school leads to and its intersection with State highway 12. The NZTA sought intersection improvements that would have been completely unaffordable for the school. Dean Scanlen successfully persuaded the hearings commissioner that an affordable alternative – a “threshold” treatment at the western edge of the town, was acceptable despite opposition from NZTA.
Rewarewa D papakainga and marae
This project was in relatively steep hill country and required new access roads with an option to connect to two different State highways. Ground data, as a point cloud from LiDAR, was used to create a ground model and various access options were identified then designed using 12d Model including associated retaining and earthworks. The assessment included two intersections on limited access State highways and impacts on a relatively narrow side road, all of which we were able to find would remain adequate.
We identified and carried out preliminary design of traffic management for the marae that minimised the use of private cars and the associated parking demand.
